NHSaves® in plain English

NHSaves® is New Hampshire's unified energy-efficiency program, jointly administered by the four NH electric utilities: Eversource, Liberty Utilities, Unitil, and NH Electric Co-op. Whichever utility you have, the rebates are the same.

For insulation and air sealing, the main program is Home Performance with ENERGY STAR® (HPwES):

  • $100 audit fee — a BPI-certified auditor inspects your home and proposes a scope.
  • 100% of the audit cost is rebated if you proceed with recommended work.
  • 100% of air sealing is covered.
  • 75% of insulation costs are covered, up to a $6,000 project cap.
  • On-bill financing may be available through your utility — terms vary.

How it works with Smooth

  • We help you schedule your NHSaves® HPwES audit with your utility.
  • After the audit, the scope comes back. We quote the 25% residual on rebated items plus any non-rebated upgrades.
  • We complete the work within the 12-month rebate validity window and handle all paperwork.
  • You see the rebate applied on your invoice — no waiting for a check in the mail.
Important: NHSaves® rebates apply to approved air sealing and standard insulation materials (cellulose, fiberglass, rigid foam). Spray foam specifically is not a rebated measure under NHSaves® — it's a premium out-of-pocket upgrade, often combined with rebated air sealing at rim joists, cathedral ceilings, and other high-leakage points.

Income-eligible programs

If your household is at or below 200% of the Federal Poverty Level, you may qualify for Home Performance Direct (income-eligible), which can cover 100% of weatherization work. Community Action Agencies also administer free weatherization through WAP for qualifying households.

What changed in 2026

Federal Section 25C tax credits expired December 31, 2025. The NH HEAR program (funded by the Inflation Reduction Act) is approved but not launched — expected mid-Summer 2026. Projects started before HEAR launches are not eligible. NHSaves® rebates are active and unchanged.
